Since 2013, Carl Hoecker has served as inspector general with the Securities and Exchange Commission (SEC), an organization with 4,400 employees and a $1.6 billion annual budget. In this position, he oversees independent internal SEC audits and examinations and provides strategic direction to make programs more effective and efficient. Within his first few years, Carl Hoecker helped improve the commission’s engagement index by 20 points to 80 percent. In recognition of his accomplishments, he received the inaugural SEC Chair award for leadership excellence.
Prior to his appointment as SEC inspector general, Mr. Hoecker spent seven years as inspector general of the U.S. Capitol Police, which oversees security for the United States Capitol Building and its workforce, Congresspeople and staff, and visitors. During his career, Carl Hoecker has been elected several times to be chairman of the Investigations Committee of the Council of the Inspectors General on Integrity and Efficiency.
Mr. Hoecker earned a bachelor of arts in business administration from Governors State University and a master of arts in systems management from the University of Southern California. He hold several certifications, including Certified Fraud Examiner and Certified Public Accountant.
